Michael,

Yes. You are correct. When you garnish earnings, the creditor must apply for and serve a new writ every 60 days until the debt is paid.
That's why, unless the person is a high wage earner, it's sometimes preferable to garnish a bank account.

You can also negotiate a "Voluntary Wage Assignment" where the person agrees to an amount that is paid monthly by employer until debt is paid. 
I do this in family law matters where we are trying to keep the peace with the other party but we want them to pay their debt.
