[WSBARP] Off-topic question - Medical PLLC

Off Topic Question – I have a potential client who wants to form a PLLC 
with his brother to provide medical services, but only one of them is 
licensed.They asked if setting up a separate LLC where they could both 
be Member and then refer out to the PLLC where only the licensed brother 
was a Member, but that appears to run into issues with the Stark Law 
(prohibiting physician self-referrals).

Any referrals for someone with experience in setting up medical PLLCs 
that may be able to help them find a good solution?
