[WSBARP] client needs l n i advice

Client in charge of small condo hoa has a dilemma.  Roofer did acceptable work and is now due to be paid.  Land I served pres. Of hoa with notice to withhold and deliver.  I need to refer or consult with someone who has been down this road, just in case there is some option to honor the contractor AND the state.
