I periodically apply to the Secretary of State to form limited liability companies and other entities on behalf of Clients.  The online application process has usually been the most expedient, with a typical turnaround time of 2 days before receiving a Certificate of Formation from the Secretary of State.  That has all changed.
A phone representative at the Corporations Division told me that they are only now getting around to processing for-profit business formation applications that were submitted online on February 13.  I asked how long it would take if one were to present documents across the counter instead of online.  She said that, if an application was presented across the counter, it would be processed immediately.
