[WSBARP] Insolvent Estate - time to close

I am now at the end of a couple of intestate probates and need to conclude
them.  In both cases, it looked initially as if the estate might be solvent
but this ended up not being the case.



Non-intervention powers granted.



Rookie Question: (1) Can the estate be completed with a Notice and
Declaration of Completion with notice going to creditors who have timely
filed and mailed claims, *or* (2) does a final report noted for hearing
with notice published need to happen?
