[WSBARP] Dispute re deposit at continuing care residential community?

Anyone familiar with the contracts used by elder-care communities - the kind that provide graduated increases in personal care depending on age and physical disability and memory care needs - and disputes relating to refund of the (generally high six-figure) initial deposit? Are these straight-up contractual disputes, or is there a DSHS or other regulatory regime that governs what such facilities can and can't do?

DSHS website says they are not "licensed" facilities, meaning there is no licensing requirement. But is there any constraint on the financial provisions of the contract?
