[WSBARP] Tenant Needs Help

Tenants are friends of mine, but I do not handle LL-T matters. In a
nutshell, their house flooded when they were gone (due to no fault of
tenants, so I am told). Property management company refuses to let them out
of the lease. For over 3 months now, they have had to live in Air BnBs and
other places, as they can't live in their rental property. Management
company has not started the repairs and will not give them any timeline.
They are not paying rent now, but the landlord states that these months
will just be added on to the end of the lease, once they get back in the
house. The lease is silent on this issue.

If someone can point me to a statute that deals with the issue of occupancy
when the home is not fit for occupancy, and/or some case law, I will  draft
a letter pro bono.  If it is not that simple, please give me some referrals
I can provide to them.
