[WSBARP] Off topic question re: vacating a county road

Listmates, can someone vacate an open but unconstructed county road without
giving notice to neighbors, without protecting existing downstream
underground and overhead utilities and as far as we know, without local
government review per RCW 36.87 apart from the county prosecuting attorney
"acquiescing" in the entry of a Whatcom County Superior Court "Stipulation
and Agreed Judgment Quieting Title" purporting to vacate a portion of the
county road right-of-way?

 

Considering an action to reverse the Quiet Title Order.
