[WSBARP] Thurston or Lewis County attorney

Elderly client is developing property in Lewis County. He wants to confer
with an attorney in either Lewis or Thurston County about bringing
litigation against the City of Chehalis and Lewis County because other
developers have tapped into his water line and installed a booster pump
without a permit.  Waterline is on a right of way. Client also thinks his
project should not need a conditional use permit and should be
grandfathered in. He wants a change of venue from Lewis County. I have
attempted to discourage the client, but he wants to confer with an attorney
about this and pay their hourly rate. Any interest?
