[WSBARP] Uncooperative Bank of America

Listmates-

I have a client contractor who posted a construction bond in the form of a $15,000 Certificate of Deposit (CD) issued by Bank of America about 15 years. The bond was a requirement of Puget Power.  Bank of America has confirmed it has a record of the CD but will not cooperate in providing information on how best to surrender or cash in the CD.  The client was advised by one of the bank's branch representatives the best approach to get the bank's attention is to file a lawsuit against the bank.  Has anyone had a similar experience or suggestion?
