[WSBARP] private lender referral

Listmates, this is a repost of a previous request.  PC wants to make a loan to a neighbor to allow him to cash out an existing loan secured by a vacation property in Eastern Washington.   One year term and pretty steep interest.   I am concerned about the consumer lending rules and this is outside my wheelhouse.  Can anyone help this client out?   Thanks, Craig
