[WSBARP] HOA enforcement of rules ... how specific?

1. Is there authority for a similar rule to the rule that zoning codes on the date of application of a building permit apply to that project? i.e. can an HOA amend its design guidelines and try to apply that to a pending application?
2. Are generic design guidelines such as “approval withheld if “detrimental to the community because of impact on “views”, It seems like a height structure limit (which is in the guidelines but not in CC&R) is all one can enforce as far as “views” are concerned.  “Not allowed to negatively impact view corridors” but no view corridors are on plat.
3. Is failure to respond to plans submitted within 30 days enforceable if a response is made 38 or 39 days later?
