[WSBARP] [REALPROP] Repeal of Torrens

_If it gets signed into law_, it becomes effective July 1, 2023 so we 
have another 16 months  or so of registered land. It will be a pain for 
the recorder's office. They are supposed to reach out to all registered 
land owners and notify them that they have the opportunity to file an 
application of withdrawal for free no later than December 1, 2022 -- but 
in any event, registered land all goes away by July 1, 2023. The thing 
is, there is no master list of registered land owners in King County 
(not sure about the other counties). The recorder  will have to look in 
the actual folios/books as well as  on line and pull each certificate to 
determine is the property has been previously withdrawn - plus they do 
not have the registered land owners' addresses relatively handy.
