[WSBARP] The "final straw" Eviction

I'd think that RCW 59.18.040(1) would hold it out of the RLTA.  After the recent incident, I'd suggest trying RCW 59.12.030(5) for waste (pun kind-of intended) / nuisance / unlawful conduct.

Listmates:  This is a first for me, not sure if or how the ULD statute(s) apply.

Client runs an in-patient residential housing facility.  Its like in-patient, but where patient's sign a residential agreement and pay monthly rent.  Over the last three years, patient has been given 3 notices (one each year) to comply with the rules.  Patient is aggressive against other residents and even assaulted a neighbor.  Final straw was spreading human waste on parts of the facility.  Clearly, this and other actions, violate RCW 59.18.130.  However, do I assume RCW 58,18 apply to treatment facilities?  In looking at RCW 59.18.040(1), would this be exempt as a medical service provider?  If so, is only RCW 59.12 applicable?
