Amazing - does it seem to you that these counties or government can never get a head of the game ?  If it were private companies, they might say lets all get together and have some uniformity to be more consumer friendly and at the same time reduce our work. Just saying .......

What is the citation for convincing very small rural county they have to join the 21st century? [I don’t even thing I have legal size in my office anymore.]
