Craig, in a previous life, I was a Volunteer Advocate in the Administrative Law Unit for Legal Aid Society in downtown Oakland CA and we handled those cases for free.  If the world haven't changed that much since the early eighties and if your client qualifies for SSI, then it's possible that Northwest Justice Project would have a similar unit to handle SSI and General Assistance claims.
