[WSBARP] Slight off topic EPA regulations

Listmates,  I have a client that needs guidance on EPA regulations on a chemical product. Apparently wording in the descriptions, marketing and labels is critical to keep it from being classified as something it is not and bumping it into a highly controlled classification.  Any recommendations?  Thanks.
