[WSBARP] Referral Needed: Easement and covenant

Looking for a referral to help a client with a neighborhood project. The PC is paying to install high-speed fiber to the neighborhood, and all of the homeowners agree to create a covenant to ensure that he gets paid back. This is out of my wheelhouse, so any referrals are appreciated.
