[WSBARP] residential rental increase question

Landlord has yearly leases which expire on June 30 and are renewed on July
1,21.  Should landlord submit new leases (revised under HB 1236) starting
July 1,21 with rental increases and damage deposit increases. Rental
Housing Assoc of WA says do not give notice of rent increases even if
actual increases are set to take place after 6/30/21, but I am not sure
why.
