[WSBARP] Translation requirement

As with nearly everything, it depends on the circumstances.  If there are
federal funds involved that may qualify as assistance, including funds that
pass through the state, then additional investigation is warranted.  At
first glance it seems unlikely, especially for an HOA, but federal tentacles
are long (federal mortgage assistance? Federal flood insurance?  Etc.)  See,
24 CFR § 1.2(e).
