[WSBARP] Another Lease Termination Question

This is related to my prior question regarding the Owner/Landlord wanting to
live on the property.  The owner was renting the property under an oral
month to month tenancy.  In looking at the new law, is the 20 day notice to
terminate the tenancy still available with the tenant allowed to remain
until the 90-day period to vacate end?  Does the new law mean the
tenancy/occupancy ends after the 90 day period expires?
