[WSBARP] Building Permits--Lengthy Application Times

I cannot find the recent email (probably deleted) where the lengthy time 
to get a building permit in King County was mentioned.  This article 
deals with Kitsap County.  Apparently builders rushed in to get permits 
applied for under the state's old energy code, and that has backed 
things up.
