[WSBARP] overuse of easement

[Robert R. Cole]

PC has an easement for roadway & utilities on his property in a 
(normally) quiet small residential area out in the sticks on Camano 
Island.  Next door neighbor is now short-term renting under VRBO and 
PC's security and tranquility have been destroyed by numerous vehicles 
and partying strangers.  Any possibility of "overburdening" or 
"nuisance" or some such?  Anyone want to take it on?
