[WSBARP] tenant allowed to break lease

Listmates, I seem to recall a provision in one of the moratoriums that allowed tenants to break their lease and vacate without penalty. I may be mistaken and I do not see such a provision in the current version.  Anyone know of a provision that allows a tenant to break the lease?  My facts are an elderly person is renting a portion of a house and for health reasons needs to move to assisted living.  Landlord refuses to allow her out of the lease term.   Thanks in advance.
