[WSBARP] Way off topic- seeking a referral / harassment/stalking

It is probably a civil anti-harassment complaint.  I have seen them used in neighbor disputes.  Much cheaper than a TRO and district court judges seem inclined to grant them to keep the peace ("Just stay away from each other").

PC was served with papers to appear in district court on an order [perhaps PC meant a charge] of harassment/stalking  filed by the neighbor.

PC says it is frivolous, but is aware responding /getting an attorney is a good thing.
