[WSBARP] Hotel Occupant - eviction/removal

Client runs a local hotel.  Occupants have been camped out in room for a couple of months.  The Governor's Bridge Proclamation (21-09) excludes hotels and motels.  Client takes Proclamation 21-09 and local Sheriff to room and asks occupants to leave.  Occupants decline and Sheriff advises client that he has to go through a 30 day notice to vacate before the Sheriff can take any action.

Did I miss something?  Is a hotel occupant who holds over entitled to a notice before the occupant can be removed?
