What! Is the Washington Legislature trying to get Landlords to leave the rental industry all together?  Most of these bills are ridiculous and unbalanced in their approach. -Greg

Here's some more detailed information on some of the bills being considered:

Some of the current bills are SSB 5160, SHB 1236 and HB 1228. I have included the shortened summary bullets below.

SSB 5160:
·  SSB 5160 will permanently prevent any eviction for nonpayment of rent that occurred during the COVID emergency period.
·  SSB 5160 mandates that housing providers renew any rental agreement or month-to-month tenancy for 2 years after the end of the emergency period, unless the property owner removes the unit from the rental stock.
·  SSB 5160 requires housing providers to offer an undefined payment plan before any debt that is outstanding during the emergency period can be pursued through collection actions.
·  SSB 5160 mandates that all tenants have access to state-funded attorneys in an unlawful detainer, automatically conceals tenant's eviction history, and increases the filing fee for unlawful detainers.

SHB 1236:

  *   Housing providers may not proceed with an eviction filing for nonpayment of rent that accrued due to "Covid-19 Hardship" unless they have offered the tenant a reasonable payment plan.
  *   Housing providers may no longer terminate a month-to-month tenancy after providing a 20-day notice.
  *   Housing providers are required to renew a fixed-term lease at the end of the term.

HB 1228
·  Suspends any eviction moratorium currently in effect.
·  Requires landlords to provide tenants with unpaid rent an affidavit of COVID hardship, notice of early resolution program, and option of payment plan.
·  Creates the Emergency Rental Assistance Grant Program to assist tenants and landlords with past due rental payments.
·  Establishes the early resolution program to facilitate resolution of nonpayment of rent cases through Dispute Resolution Centers or third- party facilitators.
·  Requires landlords to notify tenants of the early resolution program before filing any unlawful detainer action.

The moratorium ends March 31, 2021. It's very likely going to be extended. However, if it is not extended, the legislature is already considering new laws (check out SB 5160) that will prohibit evictions for non-payment of rent for up to 2 years or require mandatory mediation which will take months.

have we heard if the March 15?? end of moratorium will be extended?
If it is not extended, I assume we can then ignore the notice we gave and do a 15 day notice to pay or vacate?
