[WSBARP] Homeowner Fails to Obtain Building Permits

Listmates, 

 

PC is a retired home builder (was licensed, bonded, etc).  They buy a "nice"
home and move in.  Then things start falling apart, so being a home builder,
he fixed the problems as they appeared.  In the end, he "woke up" and
realized he had remodeled most of the house.  This included installing new
wiring, plumbing, flooring, etc.  No permits were obtained, or permit fees
paid.   He has pictures of wiring, plumbing, before covered up.  

 

He wants to know what would happen if he went to the building department,
now, and attempt to obtain permits for the work.  In the past, at least with
foundation work, inspectors would accept pictures, after the fact, showing
re-bar and other work before the foundation was finished and approve the
work.  Is that so for electrical and plumbing?
