[WSBARP] Notice to increase rent

RCW 59.12.040 is what I tell my clients to use and also add extra steps
like email on top of the minimum steps. I think there may be an argument
out there somewhere that the notice might not require this process, but all
the other notices do and I don't like to confuse commissioners so I tell my
clients to be consistent and to serve all notices pursuant to 59.12.040 and
to add extra steps like emailing when it's convenient.
