Craig you might check local fence height restrictions.  Some jurisdictions treat more than 3 plants in a row as a fence and impose height limits. Went through this years ago in Edmonds. Stupid rule because the plants could be 20 feet apart. Maybe they came to their senses over the years ...... hmmm never mind

It to some extent depends on the amount of privacy that was protected.  On the whole it doesn't sound like a big deal especially since it was a common bush that straddles the boundary line.

Any idea how the court would measure damages? Neighbor's demand seeks costs to remove the laurel and plant a new "privacy hedge" that essentially replaces the 10 ft laurel. That doesn't seem right to me, it is a big number.
