Thanks for all the "tips". Anyways, there was no excise tax due on the
original deed since it was exempt due to change of identity.

It is referring to the REETA. Here is the definition of "affidavit" from the
WAC:
WAC 458-61A-102 Definitions. For the purposes of chapter 458-61A WAC, the
following definitions apply unless the context requires otherwise: (1)
"Affidavit" means the real estate excise tax affidavit provided by the
department for use by taxpayers in reporting transfers of real property.
Both the seller/grantor and the buyer/grantee, or their agents, sign the
affidavit under penalty of perjury. The term also includes the form used to
report to the department transfers and acquisitions of a controlling
interest in an entity owning real property in this state under WAC
458-61A-101.

We are rerecording a deed to correct the legal description. When the WAC
458-61A-217 speaks about an affidavit required for rerecording with a
narrative of the prior affidavit number is it speaking about the REETA or a
separate affidavit?
