[WSBARP] Unknown land ownership

Between PC's land and the land next to PC, there is a very slim piece
landmarked as ownership "Unknown".on the title report and the map The
neighbor has been using this "Unknown" land as parking space for 3 years.
Now PC wants to figure out who actually owns it and offer to purchase it
from the person. Wondering where to start. Any advice is appreciated!
