[WSBARP] Is an HOA recorded lien time barred?

Client is a pre-1991 condo HOA. HOA filed a Notice of Claim of Lien for
unpaid assessments in 2003 (filed within 3 years of when assessment was
due).  RCW 64.34.364 says that the HOA has a lien for assessments from the
time they are due and such a lien is extinguished unless proceedings to
enforce the lien or collect the debt are instituted within 3 years after
the assessment became due. Is the act of recording the Claim of Lien
"a proceeding to enforce the lien or collect the debt"? The act of
recording seems to indicate a desire to collect/enforce it.
