[WSBARP] Moratorium issue

PC has ownership of a camping club lot with own residence on it. CC 
rules (per County requirement) limit stays to 210 days.  His very 
vulnerable daughter has been sheltering-in-place there.  Now CC says 
their time is up and she must leave, and they will deactivate their pass 
card on 10/15.  He wrote the Board explaining the situation to no 
avail.  The County code enforcer says he doesn't care and wouldn't make 
an issue of it. Thoughts as to how to sway the Board???
