[WSBARP] HOA and CPA

Would the association’s actions under CCR’s fall within “trade or commerce,” and is the homeowner a protected consumer?  That doesn’t seem like an easy fit.

I haven’t been able to find a case where a homeowner has brought a CPA claim against an HOA for breaching its duties under the CC&Rs. Has anyone tried or know if such actions are prohibited?
