[WSBARP] Neighbors Tree Blocking View

PC comes to me because neighbors trees are blocking his view of the Sound.
There are no CCR's, restrictions or easements. As far as I know there are no
ordinances in play like in the John Olerud case of a few years ago. Client
looking for someone to go after neighbor.
