I searched my listserve archive but couldn't find a reference to the company or government entity that has historical aerial photos of the Seattle region. Can anyone remind me where the best resource(s) for that might be? I'm looking for something more "official" than Google satellite photos.

Additionally, assuming late payments cannot be included on the notice, can you ask for them in the unlawful detainer complaint or can those now only be sought after in a small claims action?

Can't include contractual late fees on the 14 day notice. Failure is jurisdictional.

Here is a really good presentation prepared by King County tenant advocates which was presented earlier this year at a Spokane CLE sponsored by the Spokane Center for Justice (who then gave me permission to share).
