[WSBARP] Service on impaired individual

Listmates,

I need to sue a person who I've been told is severely impaired. A relative has told me that they hold a power of attorney for this individual, but I haven't seen it and they aren't providing a copy to me.

Is there a way to find out whether a person has been declared incompetent and had a guardian appointed for them?

Do I just serve the impaired person and expect their attorney-in-fact, if there is one, to respond appropriately? Should I also serve the person who supposedly is the attorney-in-fact?
