Here's another source of that information that lists the states in order 
by per capita deaths.  Also in looking at that data consider that 
Washington state was hit early on with a bunch of elderly people 
unlikely to survive when we were just learning how to treat and not very 
good at it.  If you took those early numbers away our per capita number 
would be much lower.

Also the decision to shut down is largely a political decision because 
science has somehow come to be driven by politics.  So I wouldn't expect 
Florida and Texas to be in the lead when it comes to shutting down their 
economies.
