[WSBARP] side yard setback issue

Client built a garage within four feet of the side yard boundary with his neighbor. The side yard setback for his zone is 5 feet. The garage was built 18 years ago with a permit and inspection by Snohomish County. The inspector did not catch the setback issue. The client didn't catch it until recently when he measured. The neighbor is friendly but old and ill and client is worrying about what his neighbor's successor might think. And client may want to change the use of the garage so he is worrying about what the county might do or not let him do with that structure.
So, how to solve the problem as inexpensively as possible now that he has a cooperative neighbor? A lot line adjustment? An easement of some kind? Anything else?
