[WSBARP] speed bumps

I'd check with the fire department.  Speed bumps are thankfully not 
allowed in my neighborhood due to the fire department.

Also, speed bumps may slow traffic, but they increase noise as vehicles 
accelerate after going over them.  It's sort of like living near a stop 
sign.
