Ahh. If your rentals are in Spokane,  Spokane apparently stuck with the default state deadline.

The deadline is July OR either (1) 30 days after mailing (state law default) or (2) counties may choose to extend to 60 days.
Pierce County approved 60-day timeframe to appeal from the date notice is mailed.

Yes, our office does these types of appeals.

One thing to be aware of is the VERY short deadline to appeal your valuation.

Property owners must appeal by July 1st of the current
assessment year, or within 60 days of the date of the
mailing of the Value Change Notice, whichever is later
(RCW 84.40.038). The deadline to appeal is on the front
of your Value Change Notice.

If the deadline has passed, you may be able to argue an extension is reasonable, given the COVID situation.
But no guarentees!
