[WSBARP] District Court Anti-Harassment Orders

Listmates, 

 

I know this is off topic, but clients are in a real need for an
anti-harassment order against the neighbors from whom they purchased their
home.   Are district courts still issuing such orders or must one start in
superior court?  Given how most district courts do not have telephone
appearance capability, how are the hearings held?
