Probably thinking of Island County Code 11.01.060 (D)(1)(d)(iv).  Beware
that with pavement comes enhanced drainage requirements.

OK, so my client who lives way up a hill on a landlocked parcel accessed by
an easement tells me that he has heard "that if a road exceeds 12% incline"
it can be legally paved.  I told him I would ask this listserv.  Does this
sound even remotely possible to anyone?  I've never heard of it.  Thanks for
your input.
