[WSBARP] RE Tax Appeal Question

All:

I have a client who filed a RE tax appeal in Snohomish County (I was not asked to assist).  The County has agreed that the property is assessed at too high a value.  It has sent my client stipulations agreeing to reduce the AV.

My client alleges that someone at the County has told her that by signing these stipulations that she agrees that the boundary lines are what they are and cannot be changed either forever (or 10 years).  The offered stipulations do not make any such statement.

Is there any authority for such a statement by the County?
