[WSBARP] HOA regulation of solar panels

1999 residential neighborhood Declarations say nothing about solar panels.
One owner has placed roof solar panels on the front side of the
house highly visible from the street which the Board (my client) does not
like.  The Declarations say that all roofs are to be approved by the ACC,
which this owner did not do.  RCW 64.38.055 provides governing documents
cannot prohibit solar panels, but they may regulate some aspects and the
location under certain circumstances.
1.  Without governing documents regulating location can the Board do
anything about this?
2.  Does anyone have any sample language regulating solar panels?
