[WSBARP] Briefs on marijuana regulation updates, licensing implications, etc.

All,

Previously, I have not encountered issues with marijuana regulation, enforcement, and tax dollar distribution in my practice. Now that this situation has suddenly reared, are there briefs/memos/white paper/bulletins, etc., that would be able to provide a frame(s) of reference and assist with the following scenario?

An elected official in a small town requests a brief on the latest concerning marijuana regulation. A marijuana store might receive a permit to establish itself on county land near the town, which recently voted to regulate marijuana. Client inquiry broad, but wants to know the following:


  *   Latest on LCCB's licensure scheme for granting marijuana store licenses;
  *   An overview of the regulatory scheme: city voted for marijuana regulation, county attitudes ambivalent, and per above question, state licensing scheme;
  *   Whether marijuana license transfers are a thing and, if so, are they possible inter-county;
  *   A user-friendly breakdown on how local entities are entitled to marijuana license income.

I really do not want to have to re-invent the wheel; any assistance to reduce research time would be greatly appreciated. Thanks!
