[WSBARP] ADA issue re assigning disabled parking spot to one tenant

Listmates-need referral please:

Mixed use building with ground floor retail and upper floors residential apartments.
The building would be covered by both the Fair Housing Act and Americans with Disabilities Act.
A residential tenant has requested one of the non-assigned disabled parking spots be assigned to her.
The building currently allows her to use a spot, but is worried that assigning one disabled parking spot to the tenant will violate the ADA - because the building will then lack enough disabled parking spots for others.
No other parking spots that meet ADA requirements are available that the landlord can assign to the tenant.

If someone has experience with this issue, please let me know.
