[WSBARP] Fulfillment Deed - REET WAC Exemption?

I'm looking to execute a Fulfillment Deed on a REK and I cannot find the
applicable WAC REET exemption. From my experience, the REET is paid at the
time the REK is recorded, so the recording of the Fulfillment Deed should
be an exempt transfer, correct?
