[WSBARP] Seattle Landlords

Client owns residential rental houses in Seattle.  In an effort to comply with the voter registration documents and info (which is 19 printed pages) she has simply provided them the website and phone #, instructed them to read  it and asked for confirmation that they agree that this is adequate.  IS THIS IN COMPLIANCE?
